Although San Diego has been projected to enjoy an influx of about 8,000 military and civilian jobs as a result of the 1993 base closures and realignments, this increase will not be realized until almost the end of the century. In the meantime, the closure of NTC will result in the loss of some 200 civilian and 5,000 military jobs. Thus, it is imperative that the redevelopment of NTC proceed smoothly and fairly quickly. The reuse plan must adequately address the problems which are going to result from the closure. Because NTC is situated in the center of the city, its closure has the potential for creating severe problems for the city, beyond that of the loss of employment.
