Delattre (1996) proposed what sociologists call the ôbroken window theory,ö which suggests that figuratively speaking, if enough broken windows in a neighborhood go unattended, the neighborhood will invariably fall into moral and material malaise. Even earlier, James Q. Wilson and George Kelling (1982) made the point that in areas where physical or material decay was commonplace, police corruption appeared to flourish, thus making a clear linkage between social and physical conditions in a community and the attitudes and behaviors of officers of the law charged with maintaining social order in that community.
