The foregoing statistics provide clear evidence that prevention programs are needed. However, the development and implementation of programs is only a first step in the overall process of dealing with this problem.

Also needed is continuous research investigating the efficacy of these programs. Only in this way, can programs that do not work be eliminated and monies be rechanneled to programs that successfully prevent abuse. The report presented here helps in this effort in that it provides a broad overview of the general efficacy of prevention programs and also provides a discrete focus on some of the particular programs that now exist to combat the problem of substance abuse.
