The question is to what degree did Kennedy actually accomplish his domestic goals. Irving Bernstein, in Promises Kept: John F. Kennedy's New Frontier, argues that Kennedy was an effective leader. Bernstein argues that many of the domestic programs started by Kennedy were completed by Johnson, but he also says that Johnson's success in Congress was in part a result of the love of the people for Kennedy.
