Because developing countries often have to rely on local groups and private companies to bring them water and sewage services, it may not be feasible to expect to reduce water pollution to anywhere near the levels of demanded in more developed countries.

In China, the industrial sector is the major user of fossil fuels, mostly burning coal in old furnaces and boilers, and most of the cities in industrial areas have heavy air pollution (Sandbrook 35). Lung cancer mortality in these cities is from four to seven times the national average, and this difference is due mainly to the air pollution. If the people of China and India alone consumed the same per capita energy as the world average, greenhouse gas emissions would rise by 28 percent; if they achieved the same consumption as the French, they would rise by 68 percent.

Each year in developing countries over a million people die from urban air pollution and twice that many from exposure to stove smoke inside their homes; three million die prematurely from water related diseases; premature deaths and illness from environmental factors accounts for about one fifth of all diseases in poor countries (ôLocalö 2002).
