The year 1981 was a sweetheart year for the Reagan Administration. His own Republican Party had just won a small majority in the Senate, and Southern Democrats willingly embraced much of his conservative ideology. Moreover, the first year in office is traditionally a period when a President is given congressional leeway to promote his agenda. Consequently, with the activist work of Stockman, Kemp, the Wall Street Journal and others promoting the idea, Reagan quickly proposed - and had passed on July 29th - a three-year, 25% tax reduction/ simplification package (Schaller 44-45). The second half of the Supply-Side program - budget cuts - was planned to come later.
