Meanwhile, there is little the child (or parents) can do to increase that height which the child has pretty much inherited from the parents. Likewise, the child's intellect cannot be greatly augmented above that which the child is born with, but that intellect can be severely curtailed by inadequate food and nutrition, inadequate stimulus, and emotional trauma (29). Thus, a food allotment program cannot honestly advertise itself as something that will make children smarter, but it is almost essential to keep our children from becoming less intellectually developed than they should be and thus causing multiple problems for child, parent, and teacher later on in school and in life. The government that spends so many millions on special education, adult basic education, and prison education programs, ought to be willing to spend money on ample infancy and preschool programs which may actually make the other programs less necessary.
