The UN Security Council formed two ad hoc international tribunals, the International Criminal Tribunal for the Former Yugoslavia (ICTY) (1993) in The Hague, Netherlands and the International Criminal Tribunal for Rwanda (ICTR) in 1994 in Tanzania. While these tribunals have performed useful functions, their shortcomings have also been apparent. According to Latore, they "were undermined . . . by the fact that they had difficulty arresting those indicted" (163). U.S. Department of State's John Bolton said that "much of the Yugoslav war crimes process seems to be about score settling rather than a more disinterested search for justice that will contribute to political reconciliation and that ICTR's affairs have been accompanied by "widespread corruption and mismanagement" (176).
