Against this backdrop of discouragement, Graham's search for solutions pointedly ignores the one proposed by the official platform of the national Republican Party: private schools. Her book makes only two brief citings of that alternative, on pages 15 and 139. Yet, with the recent capture of Congress and state houses by the GOP, the issuance of tax credits and/or vouchers for parents sending their children to private schools is promised to be on the national education policy agenda. Indeed, it has been there since the era of Ronald Reagan, the president whose administration succeeded her tenure as director of the NIE, albeit for the past fourteen years as the proposal of a minority party. With conservative politicians now in the majority, this proposal truly challenges the existence of public education. Graham's avoidance of the issue of private vs. public schools indicates either a blindness to the concept or, more likely, an attempt to ignore an alternative to the status quo
