It is difficult to believe that in 2004, some states still donÆt have separate facilities for juveniles and adults, however until last year that was the case in Louisiana. LouisianaÆs legislature last year reached a compromise with the governor to remove minors from the control of adult corrections to a newly created juvenile justice authority (La. Transfers 4). The reform bill House Bill 2018 and House Concurrent Resolution 56 would reassign an estimated 75 percent of juvenile offenders into community programs that emphasize rehabilitations. The Louisiana corrections program was geared toward adult offenders and provided few resources for juvenile offenders. Transferring juveniles from a prison to the local communities would save roughly $20 which could be spent on residential and day-treatment programs.
