The questionable relationship between employee performance appraisals and employee performance led to the identification of the problem that will be investigated in this study. The problem that will be investigated is the effect on the validity and effectiveness of personnel performance evaluations of the perceptions and attitudes of personnel toward the organizational performance evaluation process. Within the context of this problem, the research questions addressed in the proposed study will be as follows:

1. Do organizational personnel believe that organizational personnel performance evaluations accurately assess individual performance?

2. Do organizational personnel believe that organizational personnel performance evaluations motive individuals to seek higher standards of performance?
