Title III of the act addresses issues of public accommodation. It does not require any business to retrofit an existing facility to be accessible for people with disabilities, but it does require that these business make certain modifications, such as installing wheelchair ramps, when it is readily achievable to do so. If a business builds a new facility or does substantial renovation on an existing facility, it is required that the new structure fulfill more substantial accessibility requirements. This section of the law only requires that in the long run the country must be made accessible to all of its citizens (Batavia 20-21).
