Powell (20), Director of the Institute on Race and Poverty at the University of Minnesota Law School, has called for cities and older suburbs and emerging suburban enclaves - and the planning and governing bodies that oversee such developments - to find a way to coordinate and develop and regional strategy to benefit from resources that are, at the present time, spread unevenly throughout a region. He also calls for a reversal of the persistent trend toward fragmentation and isolation amongst municipalities and halt the pull of resources. These are demands that are inherently just and equitable, and which take cognizance of the need to ensure that all laws, including zoning laws, are in literal as well as figurative and spiritual accord with the guiding ethos of the democratic tradition.
