the U. S. has won some steel export assurances from various exporters, like Brazil, by applying some pressure of quotas on other imports. Regulations and standards are the rules of the trade game, so to speak, but what makes it difficult for world trading partners is that the rules are different for each country. Sometimes these all work to no avail, however, as pointed out by Rich Thomas, who says, "Japan and Germany still pursue export-at-all-costs policies," regardless of talk or policies aimed at bringing about balanced world trade.
