Purpose of the Study: Part of staff development involves determining the degree and type of need a school district has. This study attempted to make such a determination as it related to one school district's to include programs for emotionally and behaviorally disturbed students.

Size of the Sample: The abstract only states that "placement data," was used for the school district, data which covered four separate years.

Length of the Study: The research covered a four year period of data collection; however, this data was already available. Therefore, the actual study covered only the time needed to collect and analyze these existing data. The abstract did
