The various series of publications issued by a particular office or bureau are assigned a number followed by a colon, e.g. 1: Annual Reports, 2: General publications, 3: Bulletins (The Superintendent, 2004). For publications common to all agencies and bureaus, additional numbers were set aside, e.g. 5: Law, 6: Regulations, rules, and instructions. Additional series are given the next highest number. New series which are closely related to existing series are "attached" to the existing series by using a slash mark after the number and a digit for each related series starting with "2" and separates are distinguished by using a letter beginning with "A," such as for
