The East African Community was revived in 1999 and the Treaty for its reestablishment signed in 2000 (East African, 2005). The EAC made such good political and economic sense for the three nations that its revival was inevitable, once the political climate in the region had settled down once more, and by 1993, President Moi of Kenya, President Mwinyi of Tanzania and President Museveni of Uganda signed the Treaty for East African Cooperation in Arusha, Tanzania, and so established a Tri-partite Commission for Cooperation in political, economic, social and cultural fields, research and technology, defense, security, and legal and judicial affairs. as a forerunner for the reestablishment of the East African Community.

The reestablished East African Community is based on the principles of good governance which includes adherence to democratic principles, the rule of law, accountability, transparency, social justice, equal opportunities, gender equality, and most importantly "recognition, promotion and protection of human and people's rights in accordance with the provisions of the African Charter on Human and People's Rights (ACHPR)."

As it stands, the current EAC serves only the three most prosperous countries of East Africa, and is a trade union. I would extend the EAC ro include all of the East African countries who wish to join on a voluntary basis: - Ethiopia, Eritrea, Somalia, Burundi, Rwanda, Mozambique Madagascar, Malawi, Djibouti, and the Sudan. Not all these countries may want to join the EAC immediately, though Rwanda and Burundi have expressed interest. There should be a time of year when meetings of the EAC are held to consider applications for membership and current members should vote on whether or not the application should be accepted.
