In his book, Introduction to Management, Richard Plunkett defines staffing as the efforts designed to attract, develop, reward and retain the people needed to accomplish an organization's goals. In this scenario, General Motor's Human Resources Director has been given the task of ensuring that the compensation package she develops for General Motors (GM) employees willing to relocate to the Turks and Caicos Islands is attractive enough to ensure that there is healthy competition among GM employees with the talents required to staff this new office for the job.

According to Plunkett, the type of employees needed to staff foreign operations is different from the kinds of workers needed in domestic operations. The education and experience of the people the Human Resources (HR) Director wants to attract should prepare them to live and work in a unique country and culture. According to Plunkett, it is particularly important to find the right senior managers to direct operations at the new office in the Turks and Caicos Islands, especially since GM plans to make this location the hub for its operations in the Caribbean.

The manager selected could be (1) a native of the Turk and Caicos Islands, (2) a citizen of the parent company's host nation, or (3) a native of a third country. Plunkett explains that most multinational corporations, including GM, employee a mixture of people from these three categories in both their domestic and foreign operations. This implies the GM's HR Direct should extend her search beyond the borders of the United States by including all GM employees worldwide in her quest to staff the office in the Turks and Caicos with the best employees GM can find.
