All too often, said Sturgeon (2003), educational institutions rush to eliminate dated IT systems and equipment before this is necessary or fail to take advantage of opportunities to recycle or redistribute such equipment to achieve some tangible benefits for the institution. Depreciation of equipment may assist in accounting and improving the institution's bottom line, but recycling older systems that are still useful for use in college dorm labs or in local schools and vocational training centers, social service agencies, or libraries can also be beneficial to the institution and its many groups of actual or potential stakeholders. Given that institutions of higher education are, as Smith (2000) noted, increasingly dependent upon IT systems to deliver a wide range and variety of services and instructional programs to students on campus and via distance learning, a policy statement on this questions is significant as part of the institution's overall IT strategy.
