The problem is that third-grade students at ABC Elementary School are performing below average on the Florida Comprehensive Assessment Test. It is believed that part of the reason for this poor student performance is related to the fact that the school is experiencing a shortage of certified teachers. This shortage is due to teacher turnover. Between 2002 and 2003 there has been an approximate 20% turnover rate of new teachers. Teachers report that they resign from their positions due to high stress and frustration levels. The county has implemented several reading programs, such as Reading Recovery and Success for All, in an effort to increase student performance. In addition, teachers have received some sporadic training to assist in teaching efforts. Since these efforts have failed to resolve existing turnover problems, a program was implemented to support teachers. The effects of this support program need to be evaluated from the teachers' perspective to determine what aspects of the program need revision. The purpose of the proposed project is to evaluate the effectiveness of the teacher support program and determine aspects of the program that require revision. Norton also presented factors related to teacher turnover: problems and frustration with the variety of administrative routines and accompanying paperwork encountered; concerns about the evaluation of student performance and school grading practices; problems relating to student behavior and handling of student discipline; and problems relating to teacher load and expectations for assuming extra-curricular assignments. Thus, both authors pointed out that today's teacher faces a challenging classroom with multilingual populations, students with disabilities, large classes, and in particular a lack of support to deal with these concerns.
