The DSU offers panelists and the AB general guidance on how they should go about interpreting the various agreements and appendices which make up the WTO's charter and which may be applicable to a particular case. DSU sec. 3.2 requires them to seek clarification "in accordance with customary rules of interpretation of public international law."
