Three major concepts for managing power are examined. The first concept is balance of power, which has various meanings. It may be a situation, a policy direction, or a system. A balance of power may exist without formal agreement between states, or it may be established by policies and agreements. It represents some degree of cooperation and mutual interest in maintaining a status quo. An alternative concept, collective security, represents a greater centralization of the power management effort, but it lacks effective mechanisms for coercion and enforcement. The League of Nations was an attempt to create collective security. The author argued that the approach was not unreasonable about power, but was unreasonable about policy.
