The CRAF includes "almost all of the widebodied jets operated by domestic U.S. airlines and roughly 170 commercial cargo planes."7 During a national emergency, the aircraft in the CRAF remain under the operational control of the individual air carriers to whom they belong.8 The operational missions for these aircraft are assigned by the Military Airlift Command during the national emergency time period in which both the civilian aircraft and their flight and maintenance crews are seconded to the CRAF.9 Thus, it is not just civilian aircraft which are a part of the CRAF. Civilian pilots, ground crews, and other essential members of participating air carrier organizations are also included in the CRAF
