For the CRAF to be a viable adjunct to the national defense transportation structure, a number of characteristics of the civil aviation fleet must be both developed and maintained. First, the civilian airline companies must acquire the type of aircraft capable of providing the kind of support required for national defense transportation. Second, these aircraft must be maintained in top operational condition. Third, that segment of the civil aviation fleet contracted for CRAF support must be modernized and replaced, as new aircraft technology becomes available. Fourth, operationally competent civilian flight crews must be developed and maintained, and fifth, operationally competent civilian maintenance crews must be developed and maintained.
