3protection of Europe, and away from a NATO organization where the Americans show few signs of recognizing a lessening need for the old NATO, and a growing rejection of American dominance of any western alliance.7
Even in the face of the enormous political changes occur ring in the Soviet Union and Eastern Europe, the US government continues to cling to the idea that a massive American military presence is required in Europe, and that a dominant American voice is required in NATO, in order to assure a vigorous NATO response to any Soviet threat.8 It is becoming evident, how ever, that a growing number of America's NATO partners no longer share these views.9 The American government feels that the west will fall apart without NATO; the Europeans simply do not agree.10
