AN ANNOTATED BIBLIOGRAPHY: GOVERNMENTAL STRUCTURE IN URBAN COMMUNITIES (FORM, METROPOLITAN ORGANIZATION, BUREAUCRATIC ORGANIZATION, Anderson, W. F. The Effective Local Government Manager. Washington: International Association of City Management, 1983. The principal concerns of this work are the form of urban government, which is the councilmanager or city manager system in this instance, and administrative behavior, which, in this instance, is concerned with the behavior of the individual discharging the organizational responsibilities of a city manager. Governmental form is dealt with as a means of defining the organizational environment within which those behaviors are analyzed which are most likely to lead to an effective performance as a city manager. The author held that an effective city manager will, among other things, be an individual who recognizes the significance of public administration in contemporary American society. While this significance is often not recognized at the local level by client publics, these publics, nevertheless, rely heavily on urban public administration. The author emphasized the need for the city manager to develop an urban administration which is, at once, both responsive and sympathetic to the needs of client publics. The author observes that an important change which is in the process of occurring in contemporary American public administration is a change in the way in which public administrators are held accountable for their actions. In the past, public administrators have often been able to circumvent the intent of elected officials through the ways in which they implemented programs. In contemporary society, however, public administrators are beginning to be held accountable for program outcomes. This approach represents a fundamental change toward the concept of accountability in public administration. While this work is a valuable contribution to the literature, it may be fairly described as more of a think piece than as a how to book.
