4. The fourth goal of this policy is to reduce the cost of the corrections process for non violent offenders. The facet of the policy described in this implementation plan that provides for the intensive supervision of non violent offenders during the corrections period, as opposed to incarceration, will reduce corrections costs, because, intensive supervision, although expensive, is less expensive than is the incarceration of offenders, and this same requirement will lead to a reduction in prison crowding, assuming that the numbers of violent offenders incarcerated will not escalate substantially.
