er care at age 18, to not finish high school, be unemployed, and be dependent on public assistance. States are inconsistent in the help they provide youth to transition from foster care into the general population. The Foster Care Independence Act of 1999 did the following:

- doubled the Federal funding for the Independent Living

- required states to use some portion of their funds for assistance and services for older youths who have left foster care but have not reached age 21

- allows states to use up to 30 percent of their Independent Living
