Unfortunately, this paper is unable to use any of these indicators, since there are currently no data available on them from the Soviet Union. Therefore, it must rely on indirect indicators. It is the assumption of this paper that legitimacy and effectiveness are two mutually related and interdependent concepts. To the extent that a government can satisfy the basic needs and desires of its citizens, the ruled are more likely to accept their ruler's power as right and proper.
