The New Motor Vehicle Board can "consider any matter concerning the activities or practices of any person applying for or holding a license as a new motor vehicle dealer" and "undertake to arbitrate amicably or resolve any honest difference of opinion or viewpoint existing between any member of the public and any new motor vehicle dealer . . ." (sec. 3050(c) and 3050(c)(2) Vehicle Code). The Board holds hearing at major cities throughout the State.

Disputes involving actions of DMV are held before "the director or a hearing officer or hearing board appointed by him or her from officers or employees of the department" (sec. 14104.2 Government Code).
