es. In 1995 the Senate voted to impose a oneyear moratorium on U.S. forces' use of such mines. A new moratorium was then offered that would take effect in three years and that would also bar the deployment of such mines by U.S. forces anywhere except along international borders or internationally recognized demilitarized zones, and then only if they were scattered in areas that were clearly marked as minefields and monitored to prevent civilians from wandering into them.

More recently, however, as the issue has heated up, President Clinton, while offering support for the concept, refused to agree to a complete ban on the use of such weapons. The issue is
