The topography adjacent to Miami is low-lying terrain with no protection from the wind (1.0 Geographic, 2005). The coast is formed entirely of low sand beach, with more or less conspicuous dunes covered with grass or scrub palmetto. There are many tall buildings along the beach front. The Miami River runs westwards and then northwestwards through the city then forks into two branches. The Miami harbor is a deep-water port on the east coast. Miami Beach occupies the barrier beach separating the ocean from the upper part of Biscayne Bay. The flatness of the topography means that if a wind is blowing, the air pollution will be blown away, but if not, there is no way for it to be removed.

Water pollution reduction involves monitoring the quality of surface water, groundwater, stormwater runoff and drinking water (Managing, 2004). Sources of water pollution are wastewater, other liquid wastes, stormwater runoff, and solid wastes contaminating or obstructing waterways and conveyance systems. Miami's unique environment means that anything that spills on the ground could contaminate its source of drinking water, the aquifer, which is just below the surface. These pollutants come from industrial or pretreatment facilities, or people pouring used engine oil into the garden or littering from the car whiel driving, or using too much fertilizer. Air pollution in Miami is managed by DERM, which monitors air pollution, makes and enforces air pollution laws, and issues permits to control air pollution (Managing Air, 2004). Pollution comes from paint and body shops, dry cleaners, funeral homes, gas stations, and air conditioning service repairs stores, as well as cars and lawn mowers.
