System theory will be used to assist in the integration of findings in terms of systems outcomes.
The research question is: What are the systems outcomes of private and public health care systems?
For the purposes of this study, private health care system will be defined as health care systems that are privately financed. Private health care systems include in-patient and out-patient care, primary and specialty care (TB, STD, AIDS, Family Planning), and private contracting with HMOs.
