m? A theory of the natural order of the universe of labor and capital must be questioned against the palpable fact of which element in the universe can actually wield meaningful power. Management is far better capitalized than labor, and has a history of using its money as an instrument of power. This explains the hiring of strikebreakers on one hand, or of security guards who enforce a lockout on the other. The history of violence from the labor side of the equation is, on the other hand, measured not so much by how much money is spent to foment a riot as by the use of masses (a collective) of individual laborers to effect a strike or rush the holders of a lockout. The confrontation is between management's financial power and labor's people power. Moreover, government intervention has hardly always been in favor of labor, as the use of police agencies to break strikes and the use of court orders to enforce backtowork orders demonstrates.
