However, the treatment of such crimes by authority would be relevant, since to condone such offenses is implicitly to authorize them.
Relatively widespread human rights violations have been reported in Kuwait since its liberation. These allegations are already sufficient to poison in some degree any evidence obtained in Kuwait, especially if it comes from the Kuwaiti police, army, or the wartime resistance. Entirely apart from legal questions that might be raised about Kuwaiti misconduct, any evidence or testimony from Kuwait could be open to question due to the possibility of tampering.24
