Within this context, the taxpayers of the City of New York expect the New York City Department of Probation to both protect the safety of the general public, while simultaneously minimizing operational costs.
2. The residents of the City of New York want the New York City Department of Probation to minimize the safety risk associated with probationers to residents of the city. Within this context, the residents of the City of New York demand no recidivism on the part of the probationers under the supervision of the New York City Department of Probation.
