This article presents the critical role that international aid plays in the development of economic growth in developing countries. The nature of the usefulness of this aid to the countries that are dependent on this aid is examined. The degree of political and civil liberties are noted using cross-sectional data for 80 countries. The authors presented the conclusion that foreign aid can be beneficial if it supplements domestic savings instead of replacing them.

This article presented the criticism that efforts to provide debt relief to developing nations has contributed to health problems, in particular HIV/AIDS in sub-Saharan Africa. It is criticized that export-oriented policies headed by the World Band and IMF, undermine HIV/AIDS control since they increase mobility, migration, dislocation of family units, and migration.
