In practice, a writing requirement serves to eliminate immigrants and minorities. Such exams are thinly veiled bias. I would oppose academic requirements for the community colleges because I believe these colleges serve as intermediate steps, not a full-fledged university experience. They are places for rectifying academic deficiency, not a research institution.

2. The educational system in the United States does provide the opportunity for all students to develop to their fullest potential. While numerous schools suffer from underfunding, dangerous environments, limited materials, unmotivated teachers and frequently misguided curriculum, the opportunity is always there.
