The American concept of the separation of powers of government, with a system of checks and balances between these separated powers, is the result of the American experience that led to the American Revolution and the ultimate creation of the United States of America. This experience was different from that of any other country, which is why America is unusual, why its particular system of democratic government is so different from the parliamentary system which is the basis of the majority of democratic governments in the world (Kingdon, 8). Basically, the United States was created from thirteen independent colonies who shared little in common other than a language and some geography. Even that was not completely true, since a large minority of the citizens of the mid-Atlantic colonies were of German background and did not speak English at the time of the Revolution. However, each of the colonies was founded for different reasons: New England was the creation of radical Puritans whose concept of religious liberty did not extend to tolerance of competing views of what was "right" as regards religion; they created the Massachusetts Bay Colony to get away from the religious impurities of Europe, to create their own society separately from the rest. Conversely, Maryland was created as a safe haven for Catholics who wanted to practice their religion in freedom from the intolerance found in England. Rhode Island was

his government would be limited in the way in which it could exercise its power. There would be "no taxation without representation." There would be no ability of the government to use its power arbitrarily against the citizens. By being fragmented, the government is restricted from taking coordinated action on any issue without public support (Kingdon, 9).
America as a country is still very fragmented, with vast differences between individual states, and between various regions of the country, so that the individual states and differing regions may have different governmental priorities and needs. There are huge differences between New York City and Nebraska, but because of the separation of powers of the national government, and the separate bases for power - e.g., New York and Nebraska have an equal number of Senators, and a majority of the Senate must agree with any action taken in the House of Representatives, whose power is based on population, for that action of the House to have the force of law. And then it must be signed into law by the President (Kingdon, 23-25). And even after all that has happened, an individual citizen can challenge that law, and perhaps get it declared unconstitutional in court (Kingdon, 21
