AMERICA THE UNUSUAL

The American concept of the separation of powers of government, with a system of checks and balances between these separated powers, is the result of the American experience that led to the American Revolution and the ultimate creation of the United States of America. This experience was different from that of any other country, which is why America is unusual, why its particular system of democratic government is so different from the parliamentary system which is the basis of the majority of democratic governments in the world (Kingdon, 8).

Basically, the United States was created from thirteen independent colonies who shared little in common other than a language and some geography. Even that was not completely true, since a large minority of the citizens of the mid-Atlantic colonies were of German background and did not speak English at the time of the Revolution. However, each of the colonies was founded for different reasons: New England was the creation of radical Puritans whose concept of religious liberty did not extend to tolerance of competing views of what was "right" as regards religion; they created the Massachusetts Bay Colony to get away from the religious impurities of Europe, to create their own society separately from the rest. Conversely, Maryland was created as a safe haven for Catholics who wanted to practice their religion in freedom from the intolerance found in England. Rhode Island was created by exiles from the Massachusetts Bay Colony who had been expelled for the sin of free thinking. Pennsylvania was to be a colony where Quakers would be able to live and practice their religion, free of persecution by either the Protestants or the Catholics who imprisoned them as heretics in Europe.

Each of these thirteen colonies cherished their freedoms, and they only found the ability to act in concert when the actions of the English Parliament created what was seen as a serious threat to those freedoms. ...
