Thus, for most politicians and public administrators, short-term expediency may be expected to prevail over long-term imperatives.
Exhaust from automobile traffic continues to represent the greatest source of air pollution in the Los Angeles area. Thus, any solution to the air pollution problem in the Los Angeles area must address the issue of reducing automobile exhaust emissions.
The proposed project involves an $877 million dollar enhancement of the community rail transit system in the Los Angeles region. The proposed project will both extend community rail transit services to neighborhoods not currently served by community rail transit, and will increase access to the service for neighborhoods now served by increasing the number of scheduled runs.
There are two principal objectives of the proposed enhancement of the community rail transit system in the Los Angeles region. The first objective is a reduction in the levels of air pollution in the Los Angeles Basin. The second objective is the operation of the expanded community rail transit system at a level of efficiency that will be cause the system enhancements to be virtually cost-free to public agencies in the Los Angeles region.
