The founders of the AAUP considered conservative university trustees and presidents as the greatest threat to academic freedom (Weidner, 2003, p. 445). They therefore advocated for institutional neutrality as a way of preventing administrators from establishing "official orthodoxies" that would inhibit professors or penalize them for expressing unpopular opinions. Professors also were to be protected with peer review and tenure and were not to be considered employees of the university (Weidner, 2003, p. 445).
