A study conducted by the National Telecommunications and Information Administration titled, "Falling Through the Net: A Survey of the 'Have Nots' in Rural and Urban America" reveals some interesting and important statistics about the usage of telephones, computers and modems among varying segments of America's populace.

The background of the NTIA study establishes that the core principle of U.S. telecommunications policy is the goal of "universal service." The measure used to determine the success of this policy is called "telephone penetration" û meaning the percentage of all U.S. households that have a telephone on premises. The study establishes the two common sources for this data: the Current Population Survey (CPS) conducted by the U.S. Bureau of the Census and the Federal Communications Commission's (FCC) Industry Analysis Division, which uses the CPS data to report on detailed demographic profiles of telephone subscribership within the United States.
