Problem Confronting Emergency Services

Emergency management services, with respect to electrical power, are responsible for assuring that sufficient electrical energy resources are available to households and businesses at competitive prices. To fulfill this responsibility, emergency management services must develop and implement energy emergency preparedness plans. When supply problems develop, the energy emergency preparedness plans are intended to provide a framework for effective responses by emergency management services to assure that (a) power interruptions do not occur or (b) that the duration and severity of such problems are minimized. In a sufficiently serious situation, a state of emergency can be declared by political authorities that will allow the implementation of mandatory action affecting the population. In a worst case scenario, a state of disaster can be declared by political authorities that shifts responsibilities for emergency management to police authorities (Michigan Public Service Commission, 2003).

During emergency situations when some degree of power generation and transmission remain available, emergency management services can curtain the use of electrical power to assure that all households and businesses have some access to necessary power.
