must listen to, and heed, toe needs of the minority in order to have a stable society and a government that pursues liberty rather than authoritarianism.

His assumption, according to Quigley (2000) is that if people rule themselves, there is no possibility of tyranny. Mill seems to like the model of a society that takes on the role of the ruler, which results in a government of each by all the rest, not government of each by him.
