These trends are far from uniform. Twelve of the 20 states with homicide rates higher than the national norm in 1996 of 7.4 per 100,000 were in the South (South's, 1997, August, p. 40). In 1995, homicides increased 55 percent in Minneapolis (Zoglin, 1991, 15 January, p. 50). The Economist said in 1996 that "the crime rate in many smaller cities . . . is still rising" (Will, 1996, 6 January, p. 19). Perhaps as many as 35 percent of all crimes go unreported, especially violent crimes such as rape (Cochran et al, 1996, p. 148).
