There are different ways of looking at culture, a

Culture can also refer to the shared patterns of belief, feeling, and adaptation which people carry in their minds as guides for conduct and the definition of reality. Culture helps define such things as values, symbols, language, and norms and how they will be viewed and utilized in society.

In the film, Emily Eden is a tough New York police detective who goes undercover in the Brooklyn Hasidic community. Her culture and that of the Hasidim conflict at several points, but the film does not merely show the one subculture of a Jewish community that is trying to maintain ancient traditions in a world that does not value those traditions.
