After World War I, the victors imposed certain requirements and limitations on Germany with the belief that this would prevent Germany from becoming a warlike nation again. Critics find that the effort was only half-hearted in some respects. Another force that might have helped reduce the tensions growing in the world at the time was the League of Nations, a body that Woodrow Wilson, among others, believed could help avoid another war. Yet, many countries, notably the British, did not support the League and made it an ineffectual body. As Haines and Hoffman wrote:

All must surely have been different had not the spirit of self-seeking nationalism and isolationism prevailed also throughout the whole world community (Haines and Hoffman 21).
