Brasilia

reduces the presidential term from six to five years and prevents the president from ruling by decree laws as in the past. He may instead issue provisional decrees that are enforceable for 30 days pending approval by Congress. The constitution also severely limits the possibility of land reform and protects the jobs of state employees. There is a bicameral legislature with representatives from the 26 states and the federal district of Brasilia. Each state has its own administration, legislature, and judiciary.
