The majority, of the drug users, today are already middle-aged adults. These individuals were born in the 1950s and 1960s and have legal access to alcohol (Males & Docuyanan, 1996, p. 29). The number of new hard-core drug users is declining. The number of teenage heavy, hard-core drug and alcohol users is declining except for marijuana use (Males & Docuyanan, 1996, p. 29). The University of Michigan study, "Monitoring the Future," has found use of marijuana has increased by three percent in the teen-aged population (Males & Docuyanan, 1996, p. 29). Currently, in the United States, one-third of the high school seniors admit to using marijuana at least once, during the past year (Males & Docuyanan, 1996, p. 28). Approximately twelve-and-a-half percent of eighth grade students also admit to using marijuana at least one time, in the last year (Males & Docuyanan, 1996, p. 28). The teenage years are crucial for learning and developing into adulthood.
