Urine is the most frequently tested agent to identify drug use, primarily because it is the only federally regulated drug test. The Department of Health and Human Services developed urinalysis drug testing guidelines in 1988 which were designed to cover five drug groupings: cocaine, marijuana, opiates, amphetamines, and PCP. These drugs were chosen for inclusion because they were considered the ?drug of choice? by most drug users (U.S. House Committee on Post Office and Civil Service, 1988).

Blood tests are often used to determine whether a drug or alcohol is in a person?s system at the time the sample is taken and therefore are a good measure of current condition. An active drug found in the blood indicates that the person is indeed impaired. A blood testing procedure also identifies individuals who consume 60 grams of alcohol a day for at least one
